What gets tested, how often, and what a swimmer can reasonably ask to see

The short answer

A treated pool is tested manually several times through the operating day, in addition to continuous automatic monitoring, and the results are recorded. The record exists to show a pattern over time, not to certify a moment. A swimmer can ask what is tested, how often, where the records are kept and what happens when a reading is out of range, and the quality of the answer is more revealing than any single number.

A well run pool generates a paper trail. Not because paperwork is virtuous, but because pool water is a system that changes continuously and the only way to know whether it is under control is to look at how it has behaved over time. A single reading tells you almost nothing. A week of readings tells you a great deal.

This article describes what that regime looks like structurally. It contains no figures, no target values and no water quality numbers, for the reasons set out in our editorial standards: those values belong to the operator against current guidance, and carrying one out of context into a different pool is worse than useless.

Two kinds of monitoring, doing different jobs

Continuous automatic monitoring. Most modern pools have instruments in the circulation system that measure continuously and feed a control system that adjusts dosing in response. This is what actually keeps the water within range minute to minute. It is fast, it never sleeps, and it drifts, which is why it needs the second kind.

Manual testing. Staff take samples and test them by hand at intervals through the operating day, at defined points including the pool itself rather than only the plant. Manual testing does three things the automatic system cannot: it checks the automatic system is telling the truth, it samples the water where the swimmers actually are, and it produces a record made by a person who has to sign it.

The two together are the regime. Neither on its own is adequate, and an operator who relies wholly on automation has removed the check on the automation.

A record is not evidence that the water was fine at one moment. It is evidence that somebody has been watching.

What the record is for

The record exists to demonstrate control. In an inspection, or after an incident, the question is not "what was the reading at 3pm" but "can you show that this facility has a regime, follows it, notices excursions and acts on them". A record that shows an out of range reading followed by a documented action is far better evidence of a well run pool than a record with no excursions ever, which mostly suggests nobody is writing down the awkward ones.

A record generally shows: the time, the location the sample was taken from, the parameters tested, the result, the name or initials of the person who did it, and where relevant the action taken. Plus separate records for filter cleaning cycles, chemical deliveries and stock, plant maintenance, and incidents.

What an excursion actually triggers

An out of range reading should trigger a written procedure, not a judgement call. Depending on what is out of range and by how much, the response may be adjustment and retest, restricting use of the pool, or closing it. The existence of a written procedure, known to the staff on duty, is the thing that matters. A pool where the response depends on who happens to be on shift has a management problem regardless of its chemistry.

Contamination incidents are a separate regime

Faecal and vomit contamination incidents have specific written procedures attached to them, and they are not handled by adjusting the dosing. Depending on the nature of the incident the procedure may require clearing the pool for a defined period, treating the water in a particular way, and recording the whole thing. Some organisms are much more resistant to routine disinfection than others, which is exactly why the response is procedural rather than chemical.

Indoors or outdoors

Does the testing regime differ by environment?

Indoors

Indoors the regime extends to the hall air. Pool hall air quality is part of what a well run indoor facility monitors and manages, because chloramine exposure indoors is sustained and affects staff as well as swimmers.

Water conditions are more stable, so excursions are more likely to indicate an actual fault than a weather event.

Outdoors

Outdoors the water is subject to sunlight, rain, debris and very variable bather load, so testing frequency has to cope with a faster changing system. A hot Saturday can move an outdoor pool a long way in an afternoon.

Seasonal pools have an additional regime around opening and closing, which is a recognised point of risk. There is no air quality question, because the air is the sky.

What a swimmer can reasonably ask

You have no general right to demand records, and going in as though you do will get you nowhere. What works is asking clear questions and paying attention to the shape of the answer.

  1. What do you test, and how often during the day? A specific answer is a good sign. A vague one is not necessarily bad, if the person you asked is not the right person, in which case ask who is.
  2. Where are the records kept and can I see today's? Many operators will show you. Some will not, which is their right. The reaction is informative.
  3. What happens if a reading is out of range? The answer you want describes a procedure. The answer you do not want describes an individual's judgement.
  4. Who is responsible for water treatment here and what training do they hold? Covered in who treats the water.
  5. How is the hall ventilated and when was that system last serviced? Indoor pools only, and a good question if the hall smells.

You are not auditing anybody and you would not be competent to. You are finding out whether there is a system. There usually is.

Knowing whether the water has been under control this week

The swimmer

Can ask, can read what is shown, can notice patterns across visits, and can decide to swim elsewhere. Cannot compel disclosure and cannot interpret a raw figure meaningfully without the context the operator has.

The session leader

Running a regular session at a facility puts a leader in a much better position than a casual swimmer: they are there weekly, they see patterns, and they usually have a working relationship with the duty manager. Raising an observed pattern is part of the role, and so is deciding not to run a session.

The facility operator

Owns the regime, the testing, the records, the retention of those records, the procedure for excursions, the training of the people doing it, and the decision to restrict or close. Owns whether the records are kept truthfully, which is not something any outsider can verify.

Why this article contains no numbers

Because a number without its context is a liability. A reader who memorises a target value will use it to form a judgement about a pool whose design, disinfection system, bather load and testing point are all different from the one the number came from. The people who need the values have them, in guidance written for the purpose, updated as it changes. Everybody else needs the structure, which is what this article is.

Questions

How often is pool water tested?

Continuously by automatic instruments in the circulation system, and manually by staff several times through the operating day, with less frequent laboratory microbiological sampling. The exact frequency is set by the operator against current guidance and depends on the pool. We do not publish frequencies or values.

Can I ask to see a pool's test records?

You can ask. There is no general public right to see them, but many operators will show you, and how they respond to the question is informative in itself. What matters more than a single reading is whether there is a documented regime and a documented procedure for out of range results.

Why do they clear the pool sometimes for no obvious reason?

Usually a contamination incident, which has a written procedure attached to it that may require the pool to be cleared for a defined period and the water treated in a specific way. Following that procedure is the correct response. It is not an overreaction and staff are not obliged to explain the details.

Is a pool with no out of range readings a well run pool?

Not necessarily. A record showing occasional excursions with documented actions taken is generally better evidence of a functioning system than a record that is perfectly flat, because pool water genuinely does move and a system that never records movement may not be recording everything.

What should I do if I think a pool is not testing properly?

Raise it with the operator, in writing. If it is not resolved and you believe there is a genuine health and safety risk, the enforcing authority is either the Health and Safety Executive or the relevant local authority depending on the premises. They have powers of inspection. We have none and have inspected nowhere.
