One of the more useful things a swimmer can understand about a pool is that there is a person, with a name and a job title, who is responsible for the water. Not a system, not a company in the abstract, not the lifeguard on the poolside. A person, working to a written regime, with training that is supposed to be specific to the task.
Knowing that changes the shape of a lot of questions. It converts "is this pool safe" from something unanswerable into something with an address.
The plant room and the person in it
Every treated pool has a plant room. It contains the circulation pumps, the strainers, the filters, the chemical dosing equipment, the storage for treatment chemicals, and the control and monitoring systems. It is almost always locked, correctly, because it contains hazardous substances and machinery.
Somebody operates it. Depending on the size of the facility that may be a dedicated technical role, a duty manager with additional training, or a contractor visiting on a schedule with site staff carrying out the daily routine. In all three cases the tasks are similar: routine testing, checking dosing systems are working, cleaning filters on the specified cycle, checking chemical stock and delivery, keeping records, and knowing what to do when a reading is out of range or a contamination incident occurs.
What a pool plant operator qualification is
There is a recognised body of training for this role, generally referred to as pool plant operator training. It covers the treatment process, the chemistry involved, the testing regime, the safe handling and storage of treatment chemicals, plant maintenance, and the response to incidents including contamination and chemical events. Courses are delivered by training providers and are periodically renewed rather than being a permanent qualification.
The important point for a reader is not the name of any particular course. It is that this is a trained role with a defined competence, and that an operator should be able to say who holds it, when they were last trained, and who covers the role when that person is not there. We do not name providers and we do not endorse any. Where an organisation buys a listing in our register it may state that a named role holds such a qualification, and a reader can then check it. We do not verify it on site, because we do not inspect anywhere.
The most revealing version of this question is not "do you have a qualified pool plant operator", to which the answer is almost always yes. It is "who covers that role on a Sunday, in August, when they are on leave". Competence that exists only in one person is a resilience problem, and it is the sort of thing that appears in a well written risk assessment.
Where the legal duty actually sits
Health and safety law in Great Britain places general duties on employers and on people in control of premises. The Health and Safety at Work etc. Act 1974 requires employers to ensure, so far as is reasonably practicable, the health and safety of their employees and of other people who may be affected by their work, which in a pool means the swimming public. The Management of Health and Safety at Work Regulations 1999 require a suitable and sufficient assessment of risks and arrangements for putting the necessary measures in place.
For swimming pools specifically, the Health and Safety Executive publishes Health and Safety Executive, HSG179 Health and safety in swimming pools, which is the guidance operators are expected to work to and which inspectors will refer to. Water treatment practice in the sector is guided by the code of practice from Pool Water Treatment Advisory Group.
We are describing the shape of this, not advising on it. We are not lawyers and this is not legal advice. What matters for a reader is that the duty attaches to the operator and does not distribute itself across the people in the water.
Whether this pool's water treatment is competently run
Holds none of it. Can ask, can look at what is published, can notice signals such as a persistent smell or repeated closures, and can decline to swim. Cannot inspect, cannot assess, and should not be made to feel responsible for evaluating a plant room.
Holds none of the treatment either, and this is worth saying because swimming teachers and coaches are sometimes treated as though they do. What a session leader owns is the decision to run or not run the session in the conditions presented, and passing on what they observe. A coach who notices a squad's eyes streaming has an obligation to say so, not to fix it.
Holds all of it. The plant, the regime, the competence, the cover arrangements, the records, the maintenance, the chemical storage, the incident procedures, and the decision to close. This is where the legal duty sits and it does not move.

Lifeguards do not treat the water
This confusion is common enough to be worth addressing directly. Lifeguards are trained in supervision, rescue and emergency response. That is a demanding and specific competence and it is not water treatment. In smaller facilities a lifeguard may also hold a plant operator role, but that is two jobs held by one person, not one job.
Asking a lifeguard about water chemistry is asking the wrong person, and it puts them in an awkward position. The right route is the duty manager or the operator. Lifeguards do own a real and separate exposure question of their own, which is covered in lifeguards and poolside staff.
Does the water treatment role differ by environment?
Indoors the plant operator's remit generally extends to the pool hall air as well as the water, because the two are connected and the ventilation system is part of managing chloramine exposure.
The system is more stable. Temperature, evaporation and chemical demand vary less than outdoors, and there is no weather to respond to.
Outdoors the same role has a more variable job. Sunlight degrades free chlorine. Rain dilutes. Debris arrives. Bather load swings enormously with the weather, sometimes within a single afternoon.
Seasonal pools add an opening and closing cycle, which is a distinct piece of work and a recognised point at which things go wrong if it is rushed.
What you can reasonably ask, and how
A member of the public can ask a facility about its water treatment arrangements. Most operators will answer, and the ones that answer readily and specifically tend to be the ones with nothing to hide. Useful questions, phrased so they are answerable:
- Who holds responsibility for pool water treatment here, and what training does that role hold?
- How often is the water tested during the operating day, and where are those records kept?
- Can I see today's records?
- What is the procedure if a test result is out of range?
- Who covers the role when that person is not on site?
What to do with the answers is covered in what gets tested and recorded. The short version is that the quality of the answer matters more than any individual figure in it, and we would not know what to do with the figure anyway, which is one reason we do not publish any.
If you think something is genuinely wrong
Raise it with the operator first and in writing. If it is not resolved and you believe there is a genuine risk to health and safety, the bodies with powers are the Health and Safety Executive and the relevant local authority, depending on the type of premises. They can inspect. We cannot, and neither can any other publication.
